*The requirements for this position are a solid work history as well as
proven experience in business software planning, guiding and directing good
software quality practices, and ensuring positive software testing
results.   The ability to create, organize and coordinate software testing
is a must.  The candidate must have the following abilities or skills: *





*Ÿ             Create and/or maintain software requirements documents*

   - *Create software test plans, procedures and scenarios and ensure each
   is mapped to the system requirements for both the web system and the AS/400*

*Ÿ             Execute and revise software test plans, procedures and
scenarios as needed*

*Ÿ             Review and analyze test results to include reviewing data
updates to the database(s) *

*Ÿ             Interpret Graphical User Interface Behavior*

*Ÿ             Create, track, review and disseminate software quality
reports.  This will involve coordination with IT and Center for Health
Statistics staff.  Good organization skills and the ability to work on
deadlines are a must*

*Ÿ             Ensure the Director or designee is informed and advised as
needed with project status reports*

   - *Update User Documentation as needed *

*Ÿ             Communicate well with all levels of staff.  Good
communication skills and attention to detail are essential to this
position               *





*The candidate must understand and interpret software requirements and know
the process transformation of business rules into detailed documentation.
This individual must be able to learn current software systems and tools
and technologies as they relate to the Center for Health Statistics
projects. The successful candidate must have the ability to understand
system requirements and assist with documentation including detailed design
and program specifications using the MS Office Suite and Visio. The ability
to assist and resolve problems using Software Quality Assurance processes
and standards is also desired. Skills and abilities using MS Project are a
must.*



*Preferred Knowledge/Experience:  Knowledge of and experience with the
Vital Statistics Program is desirable.  Knowledge of Structured Query
Language (SQL) using MS SQL Server 2005 or higher.  Some knowledge and
experience with automated tracking and testing tools.*



*Specific Mandatory Requirement:  Some in and out-of-state travel may be
required and will be ruled under the state travel regulations of Alabama.
Trips out-of-state may possibly be 1 -2  during various phases of the
project.  Work experience with understanding and interpreting policies and
procedures*





*ckground: Legislation and Regulations*
The Health Information Technology for Economic and Clinical Health (HITECH)
Act provides the Department of Health & Human Services (HHS) with the
authority to establish programs to improve health care quality, safety, and
efficiency through the promotion of health IT, including electronic health
records and private and secure electronic health information exchange.
There are 4 key areas currently which affect Public Health reporting and
must be addressed.

The requirement for this position is a solid educational background and the
following abilities and skills in order to



Ÿ  Disseminate information for care coordination processes where ADPH has a
responsible role or reportable requirement

Ÿ  Initiate the reporting of clinical quality measures and public health
information to CMS as appropriate

Ÿ  Use information captured using databases and forms to engage Eligible
Providers (EP’s) and Eligible Hospitals (EH’s) to further ADPH objectives
and MU

Ÿ  Execute software test plans, procedures and scenarios as needed. Ability
to review and analyze test results and communicate to software development
staff

Ÿ  Create, track, review and disseminate software quality reports.  This
will involve coordination with IT staff, other Bureau’s, public and private
entities.  Good organization skills and the ability to work on deadlines
are a must.

Ÿ  Ensure the Director or designee is informed and advised as needed with
project status reports.

Ÿ  Communicate with all levels of staff.  Good communication skills and
attention to detail is essential to this position.

Ÿ  Find, Interpret, and Communicate policies related to MU to development
staff
