Yes, it would be nice to have the labels in all kits. 
I understand there is some issues with the
sterilization process
that may not allow for the placement of a prefilled
syringe in
a kit.  

My concern with the labels is some fellow employees
would like to
purchase (while waiting for labels) syringes
preprinted with "saline" and "licocaine" on them.  My
concern is that you could fill the prelabeled syringe
with the wrong medication.  It has been pointed out to
me that you could also mislabel the syringe after the
medication has been drawn up.  Nothing is easy. :)
