Have you tried the HP Tegaderm and the Cavilon No-Sting Barrier film under the HP Tegaderm?  They are made by 3M.  The barrier film is like a plastisizer to prevent the adhesive of the Tegaderm from touching the skin.  You might also try another type of TSM.
 
Our patient's that were allergic to the Chlorhexadine we went back to alcohol and betadine and then used the Cavilon barrier film.

We have a patient with a tunned "power line" who seems to be allergic to both chlorhexadine and the "tegaderm" occlusive dressing, preventing even the use of biopatch.  What is being done elsewhere?  What are the alternatives and how often should we change the dressing?
