You probably want to look at your state regs regarding lab techs drawing from a central catheter.  I would not want a lab tech to draw from a central catheter without adequate training in proper care of a central line, sterility etc.  In our hospital systerm we do not allow LPN's to work with central lines although that is a state reg and I think will soon change.
