My PICC course has various statements from each state. Here is what I was able to obtain from IL, which does not look like I found anything specific to PICCs:

These issues are addressed in rules, regulations, declaratory rulings, or advisory opinions promulgated by the state board of nursing, but they are not in the actual law itself. The law sets up the board and empowers them to issue other documents.
