blood return- continous infusions

I have a question. Some of my colleagues in home health are checking 
for blood return daily when changing over to a new bag of IV 
antibiotic. My rationale for not checking is that as it is a 
continuous infusion that line would remain patent even at a 0.5 
ml/hour infusion and would not develop a fibrin sheath. Is there a 
standard that covers this?
