Can't say I've seen this before but these two lines: RMAN-10031: ORA-19624 occurred during call to DBMS_BACKUP_RESTORE.BACKUPPIECECREATE
Strongly imply the error is within Oracle RMAN itself. RMAN creates the backup piece, then delivers it to netbackup's agent for backup to tape.
