Maybe someone else has experience with this error message (I don't, nor
have I looked it up), but

o  check the detail logs on both phases for all tapes
o  check the metadata file
(netbackup/db/images/<client>/<timegroup>/<backup> and see what fragment
information was created by the phase 1.  You need all of 'em
o  if neither of those help, unmuxed backups can be retrieved with tar
o  try phase 2 on small, simple backups to see if anything you have on
tape is usable

FYI, unimported phase I info expires after a week.
