One thing you might look at is the new version of PureDisk. Put a PureDisk server at the remote site, back up to it, and then replicate the de-duped data. You'll have to check if PureDisk supports Netware but the latest version allows you to use it as a NetBackup storage unit so I would expect all client types to work.
If you can't get more bandwidth, reducing the amount of data you push across the network is really your only option.
