NetBackup is essentially doing file level backups rather than block level so it can't do the in file delta. If you have a need for doing that then you should look at the data deduplication technology out there such as Data Domain, Avomar and others. If you look through the archives you'll see a fair amount of discussion of these including a thread just a week or so ago.
