I have one thought of things that you can look for. 

I am not sure if it is all still true, but netbackup stores the master host 
name in multiple places. I do not believe that sysmantec has a tool or doc set 
that would enable us to know all the settings. And they can be different in 
different areas. So you might have hostname xyz or xyz.something or 
xyz.something.com ... in use.
There was a feature, if you were using the java gui. If the name used on the 
gui logon screen  did not match exactly the stored name, some functions would 
not be available. 

You might check if this is the problem.
