Yes but if you're doing multiple policies on the same host chances are the exclusion lists are more relevant to each policy than global. For example here we typically have policies such as:
SERVERNAME-OS = Operating System files (e.g. root, /etc, /var, /usr ...) SERVERNAME-INST-DB = Oracle Database Instance name backup (e.g. /database/instdata01, /database/instdata02, /database/instidx01 etc...) If I wanted to exclude /database from SERVERNAME-OS and put in exclude_list rather than exclude_list.SERVERNAME-OS it means my SERVERNAME-INST-DB would not backup the files I'd specified since they are in the global exclude list.
