Have you tried turning on the netbackup client logs and increasing the verbose level to their max value. If it is hanging on a file the log should let you know where it has a problem. I am not sure if netbackup prints out file is going to look at or at the file is has just finished backing up.
Also run the backup with only a single stream. This is for two reasons. 1. You will not have debug info for multiple volumes intermixed in the log file. 2. If it is a vss issue you will not multiple vss snapshots occurring at the same time. It may be that the single stream may be the quick fix. Also do you see any vss/ese errors in the windows event logs? Try turning off vss for user files.
