Mark, We ran into this problem a few months ago when I got a call from our offshore support team who was trying to restore a file in Ireland, but it was running reeeeeeal slow. Turns out that the media server in Germany was reading the image off the Ireland media server and then sending it back to the client in Ireland.
!!! In our case, we always want the media server that created the backup to perform the restore. After years of having it beat into our heads that the media server owns the media and will do the restore, this came as quite a shock.
