Those are rather generous.   Are you running a DB or some other product that 
uses lots of semaphores on this server?

What does ipcs -s show actually in use?

On my RHEL6 media server running nothing but a large DB backup (the DB is never 
active on this host) my settings are:
kernel.sem = 250        32000   32      128
