Prasanna is correct that you have to patch to 6.5.6 first. But, you can upgrade directly to 7.5 from 6.5.6. I just checked the latest installation release notes on this.
Be prepared for lots of changes to the NetBackup environment. The GUIs are pretty much the same but there are all sorts of subtle differences that can throw you.
