Really doesn't matter. One could have priority=12 and the other = 31.
This could be caused by manually editing the main.cf and creating your own service groups. I have seen it in the hagui when sys1 is added first (priority=0), then sys2 is added (priority=1), then sys1 is removed from the system list and added back to make sys2 the higher priority. When sys2 is added back it becomes priority=2. Another example could be having sys1, sys2 and then removing sys1 and adding another system to the cluster and adding it to the SG.
