After testing have found that with a setup like this in main.cf

        PrivNIC orarac_privnic (
                Device = { ce1 = 0, ce3 = 1 }
                Address @orarac01 = "192.168.201.31"
                Address @orarac03 = "192.168.201.33"
                Address @orarac02 = "192.168.201.32"
                NetMask = "255.255.255.0"
                )

If ce1 is plumbed with IP, and ce3 isn't plumbed (both default settings) for
Foundation for Oracle RAC 4.1 and 5.0.

Not only will failover support CRS heartbeat, but will also support Oracle
using ce1 as Interconnect via the UDP protocol.

Since the cluster nodes as a whole will switch the ce3 if a ce1 fails,
failover works.

Oracle does needs to point CRS to IP rather then Interface name. That change
needs to be made and it all works.
