I'd suspect you have some post-jumpstart scripts that run that install Veritas and as I recall the patching that jumpstart does is executed before those scripts run ("finish" scripts). Thus, your error about no Veritas packages being installed.
To solve this you could add a patching step to the Veritas install script or just do what you described and do the patches by hand after the install. If you have any other packages which get installed by the Finish scripts which may have patches from Sun, you might be better off patching the system after the finish scripts to avoid this situation.
