Not having tested this myself, I think the explanation goes more like  
this:

- Create new folder
-> One change from BASE

- Set ignore property
-> One change from BASE (property set)

- Remove value of ignore property
-> Two changes from BASE (property set (albeit without value) and new  
folder)
