Are you using TortoiseSVN to *check out*, or to "create the folders in the repository" in the strict sense? If TortoiseSVN does The Right Thing™ on checkout, then IMO this constitutes a bug in Versions. Also, once you have a working copy, does Versions recognize the _svn directories? (In other words, it the problem only with creation, or does it continue when accessing your working copy?) When reporting it, please clarify where the _svn behavior is specified (e.g. in the actual repository config, or in the client app) and try to provide examples.
