yes, it does it automatically.

In your home directory, there should be a directory called .subversion
which contains the client configuration file.

Yes it does.
You can try it. Add a pattern to global-ingore section like *.Kopie
and create a file in your working copy.
Refresh the view within versions and you'll see, that it won't be
added.

This could be a nice button within the prefrence - dialog?
