Yes, if you use Versions for the whole process.  Alternatively, you could
create the repo, then from the command line
> cd <local project directory>
> svn checkout <remote repo address> .

(Note the . at the end of the second command)

Then in Versions, add the directory as a working copy bookmark, add
everything in the directory and check in, and you have created your working
copy and made the inital import in one step.
