It seems you're trying to check out all bundles (/trunk/Bundles) into /Library, whereas the instructions on the linked page mention checking out bundles individually. The permission error could be because your user doesn't have permissions to write into /Library, which requires admin access. To wit, the instructions say: "TextMate searches for bundles in all the usual library locations, so if you have the rights to do so (on your machine) it is recommended that you perform all checkouts to /Library instead of ~/Library, since this then keeps installed bundles separate from custom bundles (or bundles you have edited)."
