After trying and failing to do this myself in Veusz, I asked my girlfriend Holly (who's the actual scientist - I'm just the coder). She suggested it would probably be easiest to lay out everything horizontally (i.e. with the text oriented vertically in Veusz), export to an SVG and do the rotation in Inkscape (this is how she currently does most of her diagrams for publication: initial plotting in Veusz, final touches in Inkscape). Jeremy might have a better method, but I see what you mean about the fill above/below functions operating on a horizontal basis. I'm guessing getting this working in Veusz "natively" would require adding fill left/right functions as well. I might see if I can dig into the code and figure that out in a bit...
