THere's a setting in the preferences dialog which forces US locale. This changes how documents loaded on the system show. You can also change it on a per-document basis using the "English locale" document formatting setting.
There's no way to force the european separator, unless you change your locale on the system (or setting LANG=xxxxx on unix).
