Mule deer would work in may opinion.  I have used it in place of elk with
good results.  You may also go to somewhere like a Sportsman's Warehouse and
on their bulletin board put up a 3x5 card asking for a donation of elk hair.
 Many hunters tan a hide and then never really use it.  Some tyers in the
area may donate as well.
