Looks very similar to the smelt run fishing around the Great Lakes usually done 
at night and not barefoot.   The smelt runs here used to be really something at 
their peak in the 60's when people would dip up a pickup truck full.   Every 
spring there used to be "Smelt Fry" fund raisers.  I haven't
seen one for years.  Probably because the runs have been decreasing for reasons 
no one has discovered. Deep fried beer batter smelt hot out of the fryer with a 
cold one to drink is hard to beat.
