Have you thought about foam? I've tied small #6 pink poppers for
Redfish (and for Casting for Recovery) that work well for perch and
small bass as well. Start with a pair of pink flip-flops and drill
out cylinders using sharpened brass or copper tubing. AKA
'shoefly'. I usually go one step farther and shape them with a dremel
tool and sandpaper (Google 'Sleazy Steve').

That's what I do and save myself the trouble of painting. flip-flops
come in quite a variety of colors. I even found a set of hole punching
dies at Harbor Freight Tools a that have chucks for my drill. You can
stick or paint eyes on them and decorate them with a waterproof marker.
Rubber legs can be added by tying them behind the bodies or threading a
needle with your rubber legs and running it through the body. When you
coat them with clear epoxy they are almost bullet proof.
I picked this up from Jim Hatch on FAOL.
Only problem I've had is figuring out what size bodies to make for the
particular aberdeen hook sizes I have on hand. Forces me to go
somewhere and buy/look at fly tying stuff. ;-)
I really enjoy making the bodies...my tying is a bit more of a chore(not
so pretty sometimes either) LOL(the fish and my wife like'em though)
