If you have a dremel tool get a 1/54" drill bit and drill holes through the 
foam.
Layer with thread and zap-a-gap holds the bodies on very well.
Drill the hole thru the body heaqr the edge.

Folks: I got that set of Harbor freight “leather/hole cutter/punchers today and 
man are they great. I bout the type that had the hexagonal shank to fit rit 
into the drill tightly instead of the hammer punch type and I sure am glad I 
did. I had several color variations of 4-5 layers of peel and stick 2mm foam 
all stuck together and ready to drill, and I have drilled a hundred heads or 
more, in all shapes, sizes, and colors this afternoon, and probably have 10-15 
poppers “completed” already this evening. These things work soooo good, and 
it’s WELL worth the $2 extra per set to get the ones that fit right into the 
drill (see links below) . And if anybody wants/needs some popper heads made, 
just holler at me and I’ll do them for “actual cost of foam and shipping cost” 
(which I figure for  about $5-6 which INCLUDES the postage, I can get yu out 
100 or more popper hears ready to cut a hook slit into and tie) Or, on some, I 
just take a pretty
 good sized darning needle, and punch it right through the center from the 
front to the back of the head, then run the hook through that head, and there 
ya go, a centered hook . 

I have the punches in sizes 3/16”-1/4”-5/16”-3/8”-7/16” and 1/2”. I found the 
3/8” makes a near perfect bluegill popper and the 1/”"2” makes the near perfect 
bass popper head. 

Just send me an OFFlist email telling me the colors, sizes, and shapes you need 
and I’ll get them drilled and out to you asap. What I like as well is that, 
say, I put 5 layers of the 2mm foam stacked and glued atop one another, and yet 
I wanted to do some with a shorter shanked hook. No problem, just cut the hook 
“groove” into the popper head  and then take my curved bladed “Dr. Slick” micro 
serrated scissors and cut the bottom read of the popper head up at an angle 
towards the bend in the hook, and walla, you have PLENTY of area for the fish 
to bite into the hook shank without losing him because the foam was too fat at 
the curved part of the hook, and on the bottom of the foam popper head. Then, 
you can cut the face of the popper head to be a “gurgler” type popper, or a 
“slider” type popper head either one. 

Sky’s the limit with these babies. One of the best $10 I have ever spent of fly 
tying materials/tools I can already tell because around here, from say, late 
April-Mid/late June, when the bluegills (and bass) are on the beds, they will 
rip these poppers to shreds, because they don’t want anyBODY, or anyTHING 
messin’ with their eggs.  I’m gonna put the ol’ mono on soe of them to made 
them “weedless” too, so that I can h=just drag them right into and through the 
lilly pads, which is where the biggest fish hang out. Chuck
