I haven’t heard of the term niner in this regard but I suspect it to be generally true when applied to bamboo rods for the USA market. Your “niner" could even be an import. 9’ was more common in the UK, but that is a different market. A 9’ bamboo rod can be rather heavy but I have a bamboo rod that is 9’ long and it needs to be balanced with a suitable reel, then its no problem. I have caught some pretty good steelhead and coho on this 8 wt rod.
