"But solar radiation is highly reflected by sow cover, especially white fresh 
snow, and snow and white ice can severely limit penetration of UV rays.  A snow 
removal experiment on Hudson Bay, Quebec, where the ice was about 3 feet thick 
with white ice at it surface and topped by 2 cm of snow,, showed that this thin 
layer of snow reduced below-ice exposure of UV by a factor of three."
