I fish the tailwater a lot.  If the air temp is below about 50 and above freezing, 
there is a cood chance they will be on the water.  Usually in a size 20-22 but as big 
as 18 and as small as 24.  My favorite pattern is fairly simple.  
Matts BWO
Wing, Poly yarn.  Tie either spinner type, parachute, or upright and divided 
Tail, Small white microfibbets, tied 1 1/2 to 2 shank lengths.
Body, olive dubbing
Hackle brown or whatever available.  This small it doesent change the look much.

Tip, fow the wings, tie in long, get shape, and then trim to correct size.  Helps get 
size right and makes for much easier tying
