ABSOLUTELY not!  A serrated edge is usually not needed to cut the kinds of
tissue these scissors are used

I have scissors that have serrated edges, and regular, straight tips,
curved tips, fine tips,  large,
medium,  and small.    I won't try to claim that all are suitable for fly
tying.  But some are, especially
the mediun curved ones with Serrated blade(s).
