Mere chance.

Nope. the idea was to float the Euro. The hope was that it would 
prove as strong as the dollar, based on strong backing currencies 
like the Deutschmark and the Dutch guilder. It rapidly fell to about 
90% of its original value and has hovered around that point ever 
since.
