The teeth seem fine, it is the actual ratchet piece and spring that are
broken. Any way to fix this ? Or do I need to just replace it.

The 1133 are notorious for the ratchet gear slipping.
If the gear still has the teeth on it it is probably slipping. I have
repaired
several of them by center punching the shaft they are mounted on thus
swelling
it. You can also drill about a # 50 hole through the gear into the spool and
insert a pin made from safety wire. If the teeth on the gear are gone then
there is not much you can do.
