I have seen something like this before on an american fly fihsing site where the flies were never mailed and no conatct was ever made. However, Shay is a contributing member on vfb and has been for a while and so I woudl be surprised if he was to pull off a scam. There are often problems which can hold up fly swaps both personal and technological, it is not my place to speculate what the problem could do but do give the guy a chance, maybe his computer is down ro something.
