If you're using a 3x dry hook, it should come at least to the bend.  Are you using kip or white deer belly?
It makes a little difference.  Stacked/shaped deer goes to the bend.  The tapered denseness of kip can extend beyond since it 'fades out' instead of having a defined shape like stacked deer.  This is why there's a variance of 'opinions' on wing length.  I use polar bear and the 2nd method.  It's not 'wrong' to go to the end of the tail, as I've heard that called a royal trude 'stimulator'.
