It appears to be about a half mile from the Little Patuxent river that flows
into the Chesapeake.  This morning's Washington Post reports that the culprit
has been identified, see:

The guy put the fish into his aquarium, but nature took its course and drove up
his bills to feed the menagerie.  They churned through a lot of goldfish. 
Reminds me of friends who decided to grow caddis and mayflies and filled their
house with hatches.  

So far, no one has really reported whether these things cook up nicely or taste
like cod liver oil.
