Basically, you can fish the same flies for steelhead as you do salmon. Here's 
a list that can be tied from patterns at

deep purple spey
skunk, any variant
burlap
general practicioner
mack's canyon
popscicle
purple peril
street walker
signal light
signal light spey
showgirl
comet, any variation
black boss
silver hilton
spade

Now, that is a list that probably comprises most of what I carry for steelies 
and salmon, and it covers the types you want, dull for bright days, clear 
water, and hot fish, and bright flies for dull days, cloudy water and dull 
fish. Some big bushy flies that are going to have a tough time sinking, but 
will have good action, and some thin patterns to sink deep. Don't be afraid 
to weight the flies for better sinking, I will often wrap the shank 
completely with .020 lead wire for winter patterns. But I suspect that the 
water will be low, so that may be unnecessary.

Many of these flies can be tied in a low water form with thin dressings tied 
short on the hook. Its easier to see than to describe.
