yes, we have a lot of rain over here. Unfortunately it's more than rain, in
some areas it is a real flood. Yesterday there was a town where they
measured appr. 110 liter of rain per square meter per hour.  (appr. 3
gallons per squarefeet). Today a town in a distance of 15 miles was
affected - and here we had no rain.
I'm not affected till now. Only fishing is impossible in the Rhein as it is
too dangerous due to the high water level.
The authorities say that the water made damages for over 15 to 25 Billion
Euro (You are right, Billion).
The railroad company (Deutsche Bahn) says that they need over 3 years to
repair the damages - and they are not able to repair everything. Government
rises the tax to be able to pay for the damages.

Probably you know Dresden, was in the former GDR. After the reunification
the government and a lot of people spent a lot of money to rebuild the city.
If you want to see how it look now - Dresden was one of the cities affected
most.
