Try either guiding a smaller fly to the steelies mouth and expecting a head twitch or pulling a streamer/bugger from behind his tail end at a 45 degree angle toward you. I believe they are territorial more than hungry and the steelies I fish for are the same species but we imported ours from the west where I gather you fished.
