It might be Acetone. If that doesn't work, It is probable a blend of products like a lacquer thinner.
There are many, many different blends for products that are used to thin a solid material into a gel or paste or liquid.
If the Acetone doesn't work you might also try MEK.
When you smell the vinyl cement does it smell sweet or pungent?
I may know some other tricks if these two don't work.

I used to get my vinyl cement from Ray Rumpf, but they've discontinued it.  Working on a new source.  Does anyone know of one?
 
Also, what is the proper chemical to thin vinyl cement?  The tin can I have doesn't list the contents, just that it's a petroleum product.  It's not Toluene, either.
