Yes.  The Inuits legally can hunt and harvest the polar bear and sell the hair.

Actually, that's pretty reasonable.  I saw it in a fly shop in Tennessee
with prices ranging from $15 to $25 for a 2X2 patch depending on the length
of the hair.
