Sorry Doug  I don't know anything about these guys.  Forgotten Flies just puts them in the Sebago Lake region of Maine in the 1950's - 1960's.

According to Forgotten Flies the Tandem style of tying originated in Maine around this time.  It was credited to Bob Bibeau and Arthur Libby from the Sebago lake region of Maine.

By this, do you mean that Carrie Stevens tandems were
created around the 1950's to 1960's or that the tandem
