Hi, I'm going to say it's a "Lure." A fly for me is one that imitates anything that fish feed on naturally. Bugs , subsurface or surface, terrestrial and I'll add minnows, tadpoles, eggs etc.  Lures (salvo pudore): Anything you don't feel embarrassed about putting on your fly line. They are designed to attract attention, provoke a feeding response be it spoon, crank bait or wild concoction of feathers, hair or anything we can tye on a hook. A lure.

 Here's Round two of this Thread. Take a Look at this Surf fly- the 1040. it looks agreat deal like the Hayden's Grub(they both have "curly Tails" on them). The  Hayden's Grub has a wing, where as the 1040 doesn't...But basically result in the same action in the water.... Except that the tail on the 10/40 is actually sold as a tying material in Fly Tying Catalogues....

  Really should be interesting to see the thoughts of you folks on this one, you folks who posted your views on the Hayden's Grub I'll watch for the most....
