The Goddard&Clark USD patterns have a hackle which is tied around a 'post' formed by a monofilament loop, which is held tight using a parachute gallows tool. After wrapping the hackle, the tip is slipped through the loop, which is subsequently closed by pulling at the ttag end.
I have the book and if you like I can scan some relevant pages where the technique is illustrated.
Like most USD patterns, the flies _look_ great. Personally I am not a fan fishing them.
