I fish soft hackles in still water several ways. Cast and count down like a nymph or buzzer, and then strip and let it sink again. Or, I cast, and imediately begin a sweeping retrieve. The latter is good when fish are near the surface, and drives panfish crazy. I dyed some small (partridge) grizzly hackles yellow. These work really well on panfish. I don't know why yellow is so effective on panfish, but it works with nearly any body color.
