Circle hooks are designed to rotate and hook the fish in the corner of the jaw.  I've only fished them slightly, it seems to work.  The idea is not to set the hook, but let the line tighten and the hook rotate and bite into the corner of the jaw.  After that, you can give the hook a good yank if you want to make sure it is set.  If you go to my website listed below, uner both the Bass and Panfish and the Salwater Flies, you will find a fly develoved by Dave Couinard, called the Wideside which is tied on a circle hook.  One of my friends who fishes below the Toledo Bend dam has hooked both gar and stripers using this fly (the gar broke the tippet).
