---John, If you can get to Catonsville, there is a knitting store on Mellor St. They have a bit cruder version of this used to twist yarn into fringe. It's called a fringe twister. They can show you how to use it.
Basically, this is the same process used to make rope (on a larger scale). You attach one fiber (strip of gut) to each of the hooks, and turn the handle. the individual hooks turn one direction (say clockwise) and the three of them together turn the otherway (ie, counterclockwise). This action plies the three strands into one. Be careful not to overspin, it will make a curly final piece. And don't underspin: no strength. Play with it with thread first and see how it works.
